In a pot, combine rice and water to boil rice. Bring to rolling boil.
Let boil for 10 mins, stirring every minute so there are no clumps.
After 10 minutes, there should still be plenty of water, stir one last time and turn the stove OFF.
Cover the pot of rice with the lid. Do not let any steam out. Let it continue to cook covered for 20-30 minutes.
While the rice is cooking, get another medium pot.
Add the powdered milk and 'water for powdered milk to the pot. Stir well so there are no clumps.
Place pot on stove top on medium high heat.
Add dry onions, italian seasoning, garlic powder, salt, and pepper to the milk. Mix well with whisk for fork.
Open the cans of tuna and green beans. Drain the water from the cans into the sink.
Add the tuna and green beans to the milk. Stir well.
Open the can of cream of mushroom soup and add it to the tuna pot. Mix everything together frequently as it heats up.
Once rice has finished cooking, all water should be absorbed into rice and rice should be light and fluffy.
Spoon the rice into a bowl and top with tuna green bean gravy.
